Depends, on which revision you are looking for but i mean there are plenty of release with up to date stuff, runelite etc. 2006scape redone and much more have been made in the past.

Grab Intellij or Eclipse, and grab a base you like from downloads sections, majority are ready to host! then you can learn to code server side with funny dialogues for npcs and such goodluck!

Pretty sure you need a computer platform to run whole servers + clients. Dont think phones can handle that kind of stuff yet.
