You're not going to find anything like that for free. If you want to pay, find someone reputable selling a complete project. Otherwise download something as close to the base game as you can and do it yourself.

Learn to think like a OO programmer. Once you know how to break things down syntax of most languages is easy. Java included. Easier to learn from Youtube, rather than going through RSPS source. Looking at someone elses, probably uncommented, code is going to be a nightmare if you're intending to learn something useful from it.

Make your own topic. After using Google or resources on the site. If you're actually interested in developing your Java skills doing so with RSPS source is not the way to go. You'll learn bad habits and you'll come out of it knowing nothing about creating standalone applications. It's much better to go from Java to RSPS. Take a Udemy course or fine some free stuff on YouTube to get the basics down if you don't want to spend money on an actual class. If you learn this way you're going to be super confused when you get introduced to actual Java development.

Haven't looked at the guides they're talking about as far as a free VPS, but if it floats your boat follow them. They're not that expensive though outside of that, a few bucks a month for a super low spec one. Then it's simple enough to customize whatever config and run the .bat file provided.

Where are you at in the setup process? Are you setting this up for local play or do you need other people to be able to access it? Locally just use XAMPP, run the MySQL server, and setup the config to use localhost:1433(or 3306) or whatever port it's setup on Hosting would basically be the same process, just go to the PHPMyAdmin page (or whatever) and import the .sql file there and customize the config for that.

I don't play private servers, just on the live game. I don't care about PVP and OSRS does a better job of unique PVM content. I'm here because I'm curious what the development side and backend looks like. I'm an automation specialist in my real life, I specialize in Exchange 2013, 2016, and 2019. I honestly won't be very active, but if there's a homework help or questions section I'll probably get my post count up there. I'm looking for a base backend and client to mess around with in my free time.
