how to make a client anyone know?

can you help me or can anyone everytime i make my self owner or make anyone staff its there for a second then goes away?

i dont understand how to make staff or owner

i have tried ::rights username 3 

and i have tried to change rights in character file but nothing stays more then 2 seconds thanks
