I've had the best result when going by each gig of ram = 30-40 players. I've ran numerous servers with 100+ and have had issues with small VPS/Dedi's and normally get dedi's  (because i don't want to share 1 large server with multiple people) with large Xeon processors 8+ gb of ram and a 1gb uplink internet speed is crucial for high traffic servers. Also your provider is extremely important i've gone through multiple companies that desolated some of my old servers in the past because of their own failures or updates that turn off my server without warning.
