Need help with laggy server

Hi i was confused why 1 server is laggy. Like when i acces lets say genertal shop lagg is gone but when i just go out of general store it comes back on. The game is running like litteray at 1fps never had this issue with any other servers. Any hints to where i should look to fix it?https://streamable.com/fj9wo7
